Ray Pacheco for Natrona County Commissioner
Rooted in Wyoming. Focused on our future.
Why I’m Running
I’m running for Natrona County Commission because I believe in practical leadership rooted in Wyoming values: hard work, honesty, local control, community, and pride in where we live.
Natrona County is a place built by people who work hard, help their neighbors, value independence, and care deeply about the future of this community. Those values shaped my life growing up here, and they continue to guide my work today as a public servant, educator, counselor, and community advocate.
This campaign is not about political theater or division. It is about responsible leadership, honest conversations, and making sure Natrona County remains a strong place to live, work, raise a family, and build a future.
We face real challenges:
Rising financial pressures on families
Uncertainty surrounding local government funding
Growing demands on public safety
Infrastructure needs
Housing concerns
The responsibility to protect Wyoming’s way of life while preparing for the future
I believe we can meet those challenges through common sense leadership, collaboration, accountability, and a commitment to putting community over politics.
My Priorities for Natrona County

About Me
I am a lifelong Wyoming resident, community advocate, educator, and public servant dedicated to building a stronger future for Natrona County. Born and raised in Casper, I have spent more than two decades serving my community through leadership in local government, education, mental health, and nonprofit work.
I currently serve as Mayor of Casper and have served on the Casper City Council for over 11 years, including multiple terms as mayor. Throughout my public service, I have focused on practical leadership, fiscal responsibility, community collaboration, and protecting the quality of life that makes Wyoming special.
In addition to my public service, I am an Assistant Lecturer and Field Coordinator in the Social Work Program at the University of Wyoming, where I help prepare the next generation of social workers and community leaders. I am also a mental health therapist who understands firsthand the importance of strong families, accessible services, and healthy communities.
I earned my Bachelor of Science in Political Science from Carroll College and my Master of Social Work from the University of Wyoming. My work has consistently centered on giving people a voice, supporting working families, strengthening communities, and ensuring local government remains responsive, transparent, and grounded in Wyoming values.
My wife, Susie, and I have raised our family in Casper and remain deeply connected to the community we proudly call home. Whether serving in public office, teaching students, or advocating for community solutions, I believe leadership starts with listening, bringing people together, and staying rooted in the values that define Wyoming.
The future of Natrona County is bright. Let’s build it together.
